Honda Electic Charger

I don't have the manual with me and its been a long winter. If the light on the charger is green, does this mean the battery is charged. Thanx.

ps. It is the Honda charger for the Honda electric bike from Walmart. Thanx.

Are those things the same wheelbase as the Razor PR200s? What top speed can you get out of that thing? I was just wondering if the Honda is any better than the Razor.
