XP-700 Questions

Someone had an XP-700 setting out for free. When I got it home I notice it was fully electric. When turning the key I see a red light but the green light doesn't light. Why is this? What are there two turns in the key too? I notice when I put it on charge for the light is always green even though it says it should be red. When its plugged in then the red and green lights come on. The throttle works and the tire spins but not really quick. is there anything I can do to get this thing running and fast enough even if its only 15 mph.

Get a multimeter and check everything out. Batteries should be around 14v for lead. You can check for continuity as well as voltage to make sure everything is what it should be.
