To much oil mix with gas

My cousin put to much oil with the gas mix and the bike does not start. I try to call around to small engine places to see if they would work on the pocket bike but none will do it. How do I fix this myself. It's a cateye 49cc bike

remove the gas from the tank......remix new fuel and oil at right ratio.Change the sparkplug with a brand new NGK BM6A........pump primer bulb like 8-10 times......,set the choke and give it a try...........Peace
