Me and the pocket quad are having a fight

We've never really gotten along since I got it. It wants too much attention. It came with a broken brake lever. So I ordered another one and fixed it. Apparently its still ****ed off though because it refuses to start up. I turned the white rotating T shaped thing to where the top part was facing up and down. I pulled the metal lever next to that all the way down. The spark plug sparks. And yet I get nothing when I try to start it. I hear I might need to clean out the carb. But I dont even know which piece that is or how to clean it. And somewhere along the lines of taking the thing apart I pulled out the gas tank and it spewed gas all over me, WOohoo! Good times! Maybe I should go to auto mechanic school and upon graduation I could get the pocket quad working.
