Ok, here's what happens...I get it started as soon as I give it a little gas it revs then dies...
I've checked the gas...emptied the tank and replaced with new gas..
I've changed the spark plug...
I've replaced the fuel lines and fuel filter...
the quad has roughly 10 hours on it and i am just ignorant to the workings of the engine...
does anyone have any ideas on what's going on?
on how to fix this issue??

The rubber disc has probably turned or is torn in the fuel shutoff and is not flowing quick enough. Put a cup under the carb and pull the drain screw. See if the fuel flows freely.
take your fuel shutoff valve apart and clean all the gunk out, sometimes when it builds up, the fuel cant get through quickly enough or maybe what lkrace said. The rubber disk inside might be torn or not in right
its your fuel shut off valve as soon as u turn them the first timee it breaks so take it off and take out the rubber disk and then try it it might help!!!!!!!!!!!!!!
