I totally agree with 2bamp - quality, not quantity. Any numbnuts can come on the site, make a string of posts relating very little to
pocketbikes or whatever the subject matter is, and reach the goal of 200 in practically no time at all. Then all they have to do is wait for their three-month period, and ask for a seat on the council. How will that help the council, and ultimately, the site itself?
The "200-and 3-month" thing should NOT be the deciding factor. I think that each potential member of the council should be looked at as an individual. What can this person bring to the table? Is this person helpful? Even if someone has a low post count, don't just shuffle them off to the side and say, "Well, you've got twenty-two posts, and have only been here a few weeks." That shouldn't cut it. Maybe those twenty-two posts are really helpful and innovative, and the person doesn't get online all the time like a lot of us do, but because of the "200" rule, that person can't be considered. (I personally know of one person on another website that was a "newbie," made only a few postings now and then, and was only on like once a week or so, and he is one of the most brilliant and highly respected members of the forum because of his innovative thinking and willingness to help whenever he could.)
Anyway, all things to consider.
