It means that anytime you search the threads, the term "Cag" applies to you. Cag is basically a nickname given to all of the Chinese
pocketbikes. It's short for Cagllari. Check out the Cag How-To's by searching, and just research as much as you can about your bike. Since you know your way around a wrench, this thing will be cake for ya, with the right knowledge. Good Luck!
PS- If your still having trouble starting it, remember what an engine needs to work: Air,Fuel,Spark. Check for that combo first, before tearing the bike apart.
Some things to check: Are there any kinks in the fuel line? Is the carburator dirty? Is the gas "On"? Are you using the choke properly? Check plug for Spark
