I had good experiences with Ted the "Tech Guy" so count this post as a vouch.

Only complaint I have/had is that a racing nOOb like I was would have a hard to finding exactly where to go for tech. Maybe a big flag or sign would be a good addition in the future.

From my talks with PBGP racers they say they are not yet ready to race Stockton yet. They are more comfy with the level of competition running t PBGP unlike Stockton. Maybe a very small handful even knows the so called "Tech Dude" you are refering to. I have nothing but great fun riding Stockton as well as PBGP.

I can't make excuses for Ted (the tech dude) he can be a little abrasive at times. A lot of people for the most part are happy after racing at stockton. The rules are the rules and are posted at the beginning of The club section. These rules are pretty much the same what ever club you goto. These rules are set to not give anyone and unfair advantage and to keep the racing close. If we put a 6.2 w/c bike in an air cooled class, your son would have an unfair advantage against other people in the class at the same skill level. There are a few new riders in the 4.2 class. Do you think it would be fair to put your son up against a new guy on a 10hp bike? He should have raced the proddy class, he might have been in the back,, but he still would have raced. Even though he is new most of the guys in that class are used to passing slower riders clean, because pocketbikes practice generally at the same time, so cags are on the track with Open bikes on practice days.
