needle adjustment

okay, so i tried to adjust my needle to figure out how to adjust it on my brothers...i got a new carb so i didn't need that whole contraption for mine anyways. now i have it apart in peices...the spring, the black cylinder type part, the needle, the small clip which i moved to the 5th position (bottom) and a bigger clip which i am not really sure what to do with. can someone give me a step-by-step on how the flip this goes back together with the throttle cable? much appreciated. thanks.
