It sounds like your float valve has debris in it, or the float level is incorrectly adjusted. Pull the float bowl off the carb and verify that it shuts off fuel flow when it sits level in the bowl. If it doesn't, clean the float valve, retry, and adjust as needed. Most of the cags we have been getting have plastic debris in the fuel tanks. I just pull the tank and wash it out before even trying to put fuel in when they're new.

It can be done on the bike but is a lot easier on the bench. The tube thats leaking is an overflow tube that leaks the fuel on the ground instead of into your motor if the float valve fails.

its also possible that when u took the carb apart u dropped the little silver "needle" that controls the overflow valve. If thats not in there the gas just keeps pouring out until u put it back in.

hey man i got a cag a few days ago and when i first got it i couldnt get it running!...I looked at everything assuming it was the gas tank carb w/e all that stuff..Then i checked the idle screw...screw the idle screw in all the way I got it started by screwing the idle screw all the way so the wheel can turn and get started easier. The wheel will spin like hell tho so make sure you are on the stand. Then if you get lucky and it starts run it for about 30 seconds then turn it off and adjust the idle screw enough that you can get it started again..Thats exactly how i got it running at first and now it runs great try that and see how it works
