When you say out as far as they will go, do you mean loose? they need to be tight and all set the same so all three shoes open at the same time.
If you have a way to measure (Dial or digital calipers) The springs should be 21mm from end to end when they are tight enough, Another option is if you have or can get a tachometer, the clutch should not start to open until around 8000RPM.
If you start the bike and sit on it, and start to rev it up, you should get all the way up past half throttle and almost all the way the 3/4 throttle before the bike starts to move, The water cooled bikes are not like other bikes that have a clutch set to open at a low rpm, the water cooled bikes need to rev almost to full throttle before they make good power, so that is why we set the clutch to open SO late .
