Sounds like the gas line is a little to big to fit on the petcock & it looks like the fuel is coming out of the airfilter.
Your float forks might be stuck & is flooding your carb ?
the float in your carb may be stuck down, not shutting the gas off when the bowl gets full
the carb needs cleaning
what springs on clutch?
the 4 big ones in the case?
Time to get a free account at somewhere that hosts images, like PhotoBucket, Flickr, or ImageShack. Right now, trying to figure out your problem just by saying, "I have a pocketbike, how do I fix it?" without pictures to at least see what engine we're dealing with is like saying, "I saw a woman shopping at Walmart, do you know her?" Since there are about a hundred different styles of pocketbikes and engines, we could be here for quite a long time just trying to figure out what your bike and engine looks like .....
Go to PhotoBucket, sign up for a free account, upload some pictures of the bike - engine and full side shots - then copy and paste the links here, please. Pictures help us identify the bike more easily, and we can give you more specific information on how to fix it.
