And the gas that came out the filter was a dark green but the gas I put in is blue

Im gonna take it as a "NO" on the o-ring...Without one causes airleaks also the carb mount to crack.Go over to the DelOrtto carb page and read for yourself on how important that o-ring is....
Sounds to me like your float could set too high allowing more gas than needed to be sucked-up into the venturi..
Those rep carbs come stock with a 68 mainjet…A cag carb does too..
On this cag where the only mods were a rocket key and cylinder base gasket removal , stinger removal and a HP airfilter it required a 72 mainjet with the DelRep SHA 14/14 carb...
Before I installed the 2pc headkit I installed the del rep carb and composite reeds first.....
I hate to say it but my stock carb modded from 13mm' to 15mm's and 75 mainjet ran wayyy better than the Del rep did and my 15mm pumper carb ran way better than both.LOL
A tool based engine has way lesser velocity than a Euro built engine therefore what works great on European engines doesn't on Tool engines...get the compression of the cag whichis like 8:1 nearer to what the compression of a Euro engine is[16.5-17:1] and it may perform as it should....LOL.......LOL
