Just put new engine in and although it starts up I am looking for some help with the settings and tuning it.
For instance, do I start with all the screws all the way in and then back out so many turns?
Is the choke on when starting and then off when warmed up? Off as soon as it starts?

It should start up and simply run seeings you didnt do any modifications.....
Take the airfilter off and look at the choke flap...flap in front of hole means chokes closed..No choke flap in hole means choke is open/
On my bikes its "up" to set choke and down to turn it "off"...
On that engine you pictured its opposite.....ON/OFF is imprinted on the airfilter by the choke knob ..
To Start the engine...:Its just like a weedwacker/backpack blower..
Youre supposed to pump the primer bulb 5-8X
Set choke
Pull pullrope til engine starts then turn choke off 5-10 seconds after the engine starts
or
If the engine gives a strong reaction stutter but wont start like its too rich turn choke off and pull a couple more times and it should start-up..
After it starts up if needed set the idle screw...
