Follow the wires leading from the key and unplug the connector (or there may be two connectors). It should start, but to turn it off you're gonna have to stall it or something.
With the carb, the tube you are talking about is probably a fuel overflow. There shouldnt be much coming out of it... but there should be a line running from it to a catch can to capture any fuel that does leak (make sure the catch can is vented if you put one on!).
